On 1 June 2025 a major change in Bulgarian labour law took effect: the amendments to the Labour Code introducing the unified electronic employment record and a completely new Employment Register officially came into force. These changes, published in State Gazette No. 85 of 2023, aim to make employment relations fully digital and bring a number of advantages for all sides.

The changes to the Labour Code are supplemented by the Ordinance on Entries in the Employment Register, published in State Gazette No. 65 of 02.08.2024, which sets out the rules for applying the new system in detail.

What is the unified electronic employment record?

The unified electronic employment record is an official electronic document. It contains all the data and circumstances related to the work of the worker or employee. In essence, it is the digital equivalent of the paper employment record book and will serve as the official certifying document for length of service and work history.

The Employment Register, the new central database

The Employment Register will be kept centrally by the National Revenue Agency (NRA). It will store the electronic employment records of all workers and employees. For each of them a personal electronic employment record will be built from the electronic data submitted, fully replacing the paper employment record book from 1 June 2025.

The end of notifications under Article 62(5) of the Labour Code

Introducing the electronic employment record in practice fully replaces the notifications under Article 62(5) of the Labour Code that employers used to submit to the NRA. This is a major reduction in the administrative burden, as the whole process of registering and tracking employment contracts will now be done electronically through the electronic employment record.
